Anyone can buy it and use it using own billing information. 3. Also it isn't attached to any name. This is a gift card, not actual cards.
You can use it on any shopping website like Amazon, eBay, Walmart. Also it can be used as a replacement of a specific gift card like, you bought a $50 visa gift card to shop from Amazon. After buying you changed your mind and you want to subscribe on Netflix. You don’t have to trade for Netflix gift card with Amazon gift card.
